The main edition of Linux Mint is distinguished by having an elegant and intuitive desktop interface (Cinnamon), reminiscent of those seen in Mac OSX or Microsoft Windows 7. It also has one of the best file managers (Nemo) in the Linux universe. Linux tends to work very quickly, even on older hardware.
The 18.x variants of Linux Mint are characterized by "long term support" and will be supported until April 2021.
Windows 7 was refined and stable. Windows 8.x was transformative (but very much un-liked).
Windows 10 attempts to merge the best of both previous operating systems. Sometimes our clients need one or a few Windows machines to run certain legacy software when Wine (a Windows environment within Linux) can not run the same program on Linux. We suggest Windows 10 Pro (due to the inclusion of remote desktop and better networking capabilities).

Links here point to 64bit OEM / system builder versions as that is appropriate for contemporary computers you may be building from products recommended on this site and with more than 3GB of ram.
If you are working with an older computer you may wish to use a 32bit variant, which could work a bit faster on such hardware.

Be sure to license the correct number of CPUs / VMs (virtual Machines). And be sure to buy CALs (client access licenses) for each concurrent user. This are just two examples of how ridiculously complicated Windows licensing can be.
